In Orleans Parish, many public schools operate outside of the Orleans Public School Board’s jurisdiction. As early as 2000, there were two independent charter schools, the International School of Louisiana and the Milestone Academy of Learning Experiences.  

In 2004, the state began to take over a small number of failing New Orleans public schools and chartering them out to various groups. These schools operated under the jurisdiction of the states’ Recovery School District or “RSD.” In the 2004-2005 school year, there was one such RSD charter, P.A. Capdau School.

After Katrina, the state took over a large number of New Orleans public schools, placed them under the Recovery School District jurisdiction, and began chartering many of them out to various organizations. By the end of the 2005-2006 school year, four charter schools were operating under the jurisdiction of the RSD, and the Orleans Parish School Board had also chartered out 12 schools still under its jurisdiction.   

By October 2006, the state had chartered out 17 schools under the RSD and was running another 17 schools directly under the Recovery School District. The Orleans Parish School Board had also chartered out 12 schools and was running six schools under its own jurisdiction. And the two independent charter schools (International School of Louisiana and Milestone SABIS Academy of New Orleans) continued to operate under a direct charter with the Louisiana Board of Elementary & Secondary Education.

The number of New Orleans public schools and their jurisdictions as of February 2008 enrollment is summarized below:
